Barrier removal

Continual improvement is expected unless the work is NOT readily

achievable. The analysis must be updated regularly.

The new standards reset the clock. If the facility is not

“perfect”, then the list must be recaptured and gone over in its

entirety (Source: Access Board).

Note: changes in ownership can change requirements. For

example, if a little local food shop is taken over by a national

chain, the owner has greater financial resources.  (p.6)

Priorities for Barrier Removal

The ADA Title III regulations recommend four

priorities for barrier removal. The purpose of these

priorities is to facilitate business planning. The

priorities are not mandatory. Public accommodations

may determine the most effective mix of barrier

removal measures to undertake in their facilities.

Priority 1 – Accessible approach and entrance

Priority 2 – Access to goods and services

Priority 3 – Access to public toilet rooms

Priority 4 – Access  to other items such as water

fountains and public telephones (p. 6)

Accessible Routes/Doors

• 404.2.8.1 Door Closers and Gate Closers. Door closers and

gate closers shall be adjusted so that from an open position of

90 degrees, the time required to move the door to a position of

12 degrees from the latch is 5 seconds minimum.

• 404.2.8.2 Spring Hinges. Door and gate spring hinges shall be

adjusted so that from the open position of 70 degrees, the door

or gate shall move to the closed position in 1.5 seconds minimum

ANSI Commentary notes that the force required to open a door is

to be measured 30 inches from the hinged side with the spring

scale perpendicular to the door. (p.18)

Accessible Routes/Doors

• 404.3.2 of the 2010 Standards requires automatic

doors that serve as an accessible means of egress to

either provide maneuvering clearance or to have

standby power to operate the door in emergencies.

• Make note of this particularly when using automatic

door openers to address an issue with restricted

landing conditions, historic requirements or similar

conditions (p.18)
